Advocating for Seafarer Rights at MLC Special Tripartite Committee

Rachele Andreani, Head of Marine Operations and Compliance at Maritime Cook Islands, represented the Cook Islands at the Fifth Meeting of the Special Tripartite Committee (STC), held from 7–11 April 2025.

Established under the Maritime Labour Convention (MLC), 2006, this important meeting brings together representatives from governments, shipowners, and seafarers to review and propose updates to the Convention. Its objective is to ensure that international labour standards remain effective and relevant in today’s dynamic maritime industry, while continuing to promote fair and safe working conditions for seafarers around the world.

This year’s STC meeting underscored a powerful and unified dedication within the international maritime community to enhance the welfare and rights of seafarers worldwide. A key outcome of the discussions was the adoption of vital amendments, notably the inclusion of explicit provisions defining and strictly prohibiting shipboard violence and harassment. This encompasses critical issues such as sexual harassment, bullying, and sexual assault, marking a significant step forward in creating safer working environments.

Furthermore, the meeting resulted in important modifications aimed at reinforcing seafarers’ rights to shore leave, providing greater protection and fairness in this essential aspect of their well-being.

The Cook Islands actively participated in the deliberations throughout the week and voiced its full support for all the proposed amendments to the Convention. This engagement reflects the Cook Islands’ ongoing commitment to upholding high standards within the maritime industry and contributing to the improved lives of seafarers around the world.
