Maritime Cook Islands Participates in Crucial National Consultation to Advance Crew Labour Standards

RAROTONGA, COOK ISLANDS – 21 October 2025 – Maritime Cook Islands (MCI) is pleased to confirm its participation in the National Consultation on Crew Labour Standards for fishing vessels, a significant workshop held from October 6–8, 2025, at the Crown Beach Resort. MCI was proudly represented by Kiahani Strickland, Seafarer Training & Certification Compliance Officer, and Louisa Purea, Marketing and Media Officer.

The three-day consultation, led by the Ministry of Marine Resources (MMR) with support from the Forum Fisheries Agency (FFA), marked a critical step in strengthening labour standards and safety measures for all crew members on fishing vessels. The focus was on national implementation of the Western and Central Pacific Fisheries Commission (WCPFC) Conservation and Management Measure (CMM 2024-04) and the FFA Harmonized Minimum Terms and Conditions (HMTCs).

Highlights of the Collaborative Effort

  • Stakeholder Commitment: MCI joined a wide range of key government agencies, including the Ministry of Foreign Affairs & Immigration, Ministry of Internal Affairs, Te Marae Ora (Ministry of Health), Ministry of Transport, and Taio Shipping, underscoring the vital need for inter-agency cooperation. Participants achieved consensus on a clear roadmap for legislative and policy development.
  • Addressing Challenges and Importance: Discussions highlighted the crucial importance of protecting human rights and ensuring safe working conditions for crew members, who are often vulnerable to exploitation, forced labour, and mistreatment. The commitment to addressing these issues ensures compliance with international obligations and promotes a safe, fair, and respectful workplace.
  • The Path Forward: The Ministry of Marine Resources (MMR) was confirmed as the lead agency and national focal point for this important work. The consultation successfully developed a draft Cook Islands Fishing Crew Policy (2026–2031) and an implementation plan, with a clear roadmap set for adoption and new regulations.
 

“I had a great experience at the recent workshop led by MMR and hosted by FFA” said Strickland. “It was encouraging to see all the key government agencies come together over the three days to collaborate as one team and gain a clear understanding of each agency’s roles and responsibilities.”

MMR is currently working to finalise the draft policy, with a cleared draft expected to be circulated to stakeholders by November 24, 2025, and adoption planned for early next year.

Maritime Cook Islands looks forward to continuing its cooperation with all agencies to finalise this essential policy, which will improve crew welfare and ensure the highest standards for vessels flying the Cook Islands flag.
