Paris MoU Concentrated Inspection Campaign (CIC) on Crew Wages and Seafarer Employment Agreements (MLC, 2006)

The Paris Memorandum of Understanding (MoU) on Port State Control (PSC) conducted a Concentrated Inspection Campaign (CIC) on crew wages and seafarer employment agreements under the Maritime Labour Convention (MLC, 2006) from 1 September to 30 November 2024.

Purpose of the Campaign:

  • Increase awareness within the shipping industry regarding compliance with crew wages and employment agreements under MLC, 2006.
  • Verify compliance through focused inspections conducted by Port State Control Officers (PSCOs).

Key areas assessed under MLC, 2006:

  • Crew wages
  • Seafarer Employment Agreements (SEAs)
  • Financial securities (Repatriation & Shipowners’ Liability)

Each vessel was subject to only one inspection under this CIC during the campaign period.

Inspection results for Cook Islands-flagged vessels – Paris MoU CIC 2024

  • 6 Cook Islands vessels inspected
  • Zero detentions, indicating full compliance with detention standards
  • Zero ISM failures, demonstrating adherence to safety and operational requirements
  • 15 minor non-ISM deficiencies identified across all inspections
  • 5 labour-related deficiencies, none requiring detention

All identified deficiencies are being monitored by the MO&C Department for rectification.

Compliance performance of Cook Islands-flagged vessels

  • Cook Islands vessels met compliance requirements in the Paris MoU CIC 2024.
  • No detentions, no ISM failures, and only minor deficiencies were recorded.
  • The results confirm regulatory adherence to MLC, 2006 standards.

This outcome reflects compliance with regulations related to seafarers’ employment conditions, wages, and operational safety, in accordance with the requirements of the Cook Islands flag administration.
